Review the control, not just the speed
Each week, trace sampled pages to approved sources and inspect late substitutions, broken links, and unresolved comments. Look at ordinary work as well as exceptions.
If the same ambiguity returns, ask the owner to approve a dated example. Preserve the old instruction so historical work can still be understood.
